本書は、新型コロナウイルス感染症パンデミック期に導入された公衆衛生上の緊急措置が、危機収束後に「以前から一般的であった」と語られる現象を、事後の記憶再構成(遡及正規化)として理論化するものである。

第一に、臨床・認知心理学における記憶の可塑性および意味再構成。 第二に、精神医学の視点からの認知の不協和と防御機制(正当化・否認・知性化・解離)。 第三に、社会学における集団的記憶・危機後ナラティブ・構造の忘却。

第一に、事後の記憶再構成は誤った情報ではなく、個人および社会における適応的な統合性回復理論である。

結論として、公衆衛生ガバナンスは緊急措置の導入のみならず、その計画的な終了と記憶の制度の管理を組み込む必要があることを論じ、サンセット条項の義務化・事後の比例審査・根拠文書の公開アーカイブを決意する。

This working paper theorizes the phenomenon in which public health emergency measures introduced during the COVID-19 pandemic come to be described, after the crisis, as having been "common practice all along." We term this process retrospective normalization: the retrospective repositioning of exceptional practices into the continuous fabric of everyday life, as though they had never been exceptional.

The paper integrates four analytical streams: (1) the malleability of memory and meaning-reconstruction in clinical and cognitive psychology; (2) cognitive dissonance and defence mechanisms (rationalization, denial, intellectualization, and dissociation) from a psychiatric perspective; (3) collective memory, post-crisis narrative, and structural forgetting in sociology; and (4) the institutional and cultural embedding of hospital visitation restrictions and mask-wearing norms, with particular reference to Japan.

We advance two central arguments. First, retrospective normalization is not misinformation but an adaptive coherence-restoration mechanism operating at both the individual and social levels. Second, precisely because it is adaptive, the process carries significant ethical risks: it obscures accountability, undermines proportionality review of rights-restricting measures, and silently promotes emergency precedents into permanent governance baselines.

The paper concludes that public health governance must encompass not only the introduction of emergency measures but also their deliberate termination and the institutional management of their memory. Concrete recommendations include mandatory sunset clauses, post-hoc proportionality review, and public archiving of rationale documents. This is a working paper at approximately 60–70% completion; subsequent versions will integrate empirical evidence from social media platforms and incorporate a chapter on psychiatric dimensions co-authored with a psychiatrist collaborator.
